Warning: Expecting: REGISTER_ACCESS for instruction PRELOAD not found.

Description
The "Expecting: REGISTER_ACCESS for instruction PRELOAD not found." warning can be caused when you are running the pre-configuration BSDL file and do not have the nCONFIG pin held low.
Resolution
When running boundary scan prior to configuration you must hold the nCONFIG pin low.
