Physical JTAG chain is not working when enabling the JTAG-Over-Protocol IP

Description

Due to a problem within the Intel® Quartus® Prime Pro Edition Software version 23.4 and earlier, you may see that the physical JTAG chain becomes inaccessible when utilizing the JTAG-Over-Protocol Intel® FPGA IP. As a result, the jtagconfig utility fails to detect any nodes.

Resolution

Do not use the physical JTAG chain. There is no solution to dynamically switch the JTAG drivers to the same JTAG based core logic. This problem is schedule to be fixed in a future realese of Intel® Quartus® Prime Pro Edition.
