Is a license file to enable the Design Security feature required if just using the Quartus II programmer to program the design security key into an Altera device?

Description

A license file to enable the Design Security feature is only required to generate an encrypted key programming file (.ekp) and/or to generate an encrypted programming file.

If you are using the Quartus® II programmer only to program the design security key into an Altera® device (and are not generating the aforementioned files ), then this license file is not required.
