No. The Jam STAPL player version 2.5 does not support the USB Blaster.

Refer to AN425: Using Command-Line JAM STAPL Solution for Device Programming on using the command line executable quartus_jli which supports the USB Blaster for programming with JAM files. The quartus_jli command line executable is available in Quartus® II software version 6.0 and later.
