Why will you see the F-tile Ethernet Interface stuck after downloading the image when upgrading the design from Intel® Quartus® Prime Pro Edition Software 22.2 to 23.1/23.2?

Description

If you upgrade your F-tile Ethernet design from Intel® Quartus® Prime Pro Edition Software 22.2 version to 23.1/23.2, and you are not using the same Intel® Quartus® version to download the image, you may see "tx_pll_locked" and "sys_pll_locked" will not go high after downloading the image. 

Example downloading Intel® Quartus® 23.1/23.2 image with Quartus 22.4 as below

To avoid this issue, use the same Intel® Quartus® version to compile and download the image.
