Why is the Configuration via Protocol (CvP) Initialization or CvP Update not functioning in Intel Agilex® 7 devices?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 21.2, performing CvP Initialization or CvP Update with Intel Agilex® 7 devices is not functioning properly. This is because the PCIe link is not able to enumerate properly after the periphery image is being loaded. For Intel Agilex 7 devices, the PCIe link can enumerate when loading the full image instead of periphery image. However, performing CvP Update will fail. Non CvP use case is not affected by this problem.
