Why is Quartus II software version 14.1 GUI not launching?

Description

Due to library conflit between Quartus® II software version 14.1 and Windows 7 OS, you may see the Quartus II software not lauching after the installation. You may also see the error message window popup saying "qreg.exe stopped working" at the end of Quartus II software installation.

Resolution

To work around this problem, upgrade the OS to Windows 7 with Service Pack1 "6.1.7601.17514". You can download the latest version of 6.1.7601 at:
