You may see this problem if you are using a newer version of Stratix® IV E FPGA Development Kit (bar code labeled DK-DEV-4SE530N-0E) with the BTS GUI from kit installation version 9.1.2 or newer.

Resolution

Use the kit installation version 9.1.0.
