Why does the Tile Interface Planner fail to initialize?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software v21.3 and earlier, you may see that the Tile Interface Planner fails to initialize without issuing an appropriate error message.

Resolution

To avoid this problem, run the Analysis & Synthesis stage before opening the Tile Interface Planner.

This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Software version 21.4.
