Why does the Reed Solomon Encoder require a license for the Reed Solomon Decoder?

Description

When compiling a Reed Solomon Encoder MegaCore® function in Quartus® II software version 10.0, you may encounter the following error messages if you do not have a license for the Reed Solomon Decoder MegaCore function. 

Warning: Can't generate programming files for the current project because you do not have a valid license for the encrypted IP core(s) in your design

Warning: Unlicensed IP: ""Reed Solomon"(6AF7 0080)"

Warning: Unlicensed encrypted design file: "c:/work/reed_solomon_test/reed_solomon-library/rs_dspip_avalon_streaming_sink_checker.vhd“

This issue has been fixed in Quartus II software version 10.1 and later.
