Why does the phase shift setting not work in simulation of Altera IOPLL with dynamic phase shift ?

Description

Due to a problem in the Quartus® II software version 15.0 Update 2 and earlier, the initial phase shift settings do not work in the Altera IOPLL IP core in Arria® 10 devices. This problem occurs when dynamic phase shift is enabled and the reset is asserted from the beginning of the simulation and then deasserts.

This problem only occurs when the dynamic phase shift is used.

This problem happens in simulation only.  The Altera IOPLL core performs correctly in hardware.

Resolution

To work around this problem, start the simulation with the reset deasserted.

This problem is scheduled to be fixed in a future release of the Quartus II software.
