Why does tethering fail in evaluation mode for licensed IPs on Stratix® 10 FPGAs?

Description

Due to a known problem with the Quartus® Prime Pro Edition Software, the tethering mode for Evaluation IPs fails on Stratix® 10 designs causing the evaluation to time out. 

Resolution

This problem is fixed in Quartus® Prime Pro Edition Software version 19.1.
