Why does my Stratix V device fail to configure when using an EthernetBlaster II cable?

Description
In the Quartus® II software versions 12.0 and earlier, JTAG configuration of a Stratix® V device via the EthernetBlaster II download cable would fail, but the Quartus II programmer would not generate an error message in this case.
Resolution
This issue has been fixed in the Quartus II software version 12.0sp1.
