Why does my Quartus II installation appear stuck at 99% progress?

Description

Due to a problem with the installation program for the Altera software, if you install the Quartus® II software into the same directory as a previous Quartus II installation, the installer program may appear to hang while showing progress at 99%.

To work around this problem, install the Quartus II software into an empty directory.

This problem is fixed beginning with the Quartus II software version 11.0.
