Why does HPS Flash Programmer fail in writing QSPI flash devices when CSEL is set to zero?

Description

Due to a problem in the Quartus® II software, the HPS Flash Programmer may fail to program QSPI flash devices during verification when CSEL is set to zero.

Resolution

To work around this problem, use Intel® Quartus® Prime Software version 15.1 or later.
