Why do I see Active Serial (ASx4) programming and verification failure when using Intel® Quartus® Prime Pro 18.1 or later?

Description

You may see ASx4 programming and verification failure on Intel® Stratix® 10 devices when using Intel® Quartus® Prime Pro 18.1 or later with the following flash devices:

Micron* N25Q
Intel® EPCQ-L

Resolution

To work around, add the following variable into your quartus.ini file within the project directory:
PGM_QSPI_FAST_PROGRAM=OFF

If you do not have a quartus.ini file, use a text editor to create it, add the above variable and save this file as quartus.ini into your project directory or \bin64 (Windows) or /linux64 (Linux).
