Why didn't Fast Preservation activate even though it was enabled?

Description

In the Intel® Quartus® Prime Pro Edition software, Fast Preservation flow will only run when these conditions are met:

• It must be a Partial Reconfiguration or Periphery Reuse design
• The root partition must be preserved
• There must be at least one non-preserved partition

Resolution

To run the Fast Presevation flow, ensure that the required conditions have been met.

This problem is fixed starting with the Intel® Quartus® Prime Pro Edition software version 20.4.starting with the Intel® Quartus® Prime Pro Edition software version 20.1.
