Why are no VCCIO and VCCPD pins associated with bank 9A in the pin-out for Cyclone® V devices?

Description

Bank 9A in Cyclone® V devices is for dedicated configuration pins only. VCCPGM powers these; thus, bank 9A has no associated  VCCIO or VCCPD voltage pins.
