Why am I unable to access the Tools > Options > Memory Editor from within the Quartus II menu?

Description

This menu is only currently available when a Memory Initialization File (.mif) or Hexadecimal (.hex) file is open.

Resolution

Open a .hex or .mif file to gain access to this menu.

The requirement to have an open .mif or .hex file is scheduled to be removed in a future version of the Quartus® II software.
