Why am I not able to connect to the JTAG server via a remote computer using Windows 7?

Description

You may be unable to connect to a JTAG server on a remote machine because the Windows 7 firewall may be blocking access. 

Resolution
To allow access through the Windows 7 firewall, follow the steps below:
  1. Open the Windows 7 Control Panel
  2. Click Windows Firewall
  3. Click Allow a program or feature through Windows Firewall on the left-hand navigation pane
  4. Click Change settings
  5. Click Allow another program
  6. In the Add a Program dialog box, browse to <Quartus II installation directory>/bin/jtagserver.exe
  7. Click Add
