What reference plane should the DDR4 Vref bypass capacitors connect to on my PCB?

Description
The bypass capacitors should connect to the plane that is referenced by the signals using Vref. For example, if the signal transmission lines are routed adjacent to a ground plane, then the Vref bypass capacitors should connect to ground.
