You can use the following figures for the frequency range specification of DCLK in Active Serial (AS) configuration of Cyclone® IV GX devices, when choosing 20MHz Internal Oscillator in Device and Pin Options in the Quartus® Prime software.

• Minimum 10MHz
• Typical 15MHz
• Maximum 20MHz

When choosing 40MHz Internal Oscillator, refer to the Cyclone IV Device Handbook for the frequency range.
