You should be using a preform to ensure that the ground slug and the VCCINT slug on Altera® devices connect to your PCB correctly.

Most solder vendors have preforms available. You or your Contract Manufacturer should contact a solder vendor to select the correct preform based on the specifications of the Altera device package you are using.
