Verilog HDL or VHDL error: cannot open verilog/VHDL file '<file name>'

Description

In the Intel® Quartus® Prime Pro Edition software version 20.1 and earlier, you may see this error if your design includes files that were encrypted using the Intel® Quartus® Prime Pro edition software version 20.2 or later.

Resolution

To avoid this error, either 

• compile the design in the Intel® Quartus® Prime Pro Edition software version 20.2 or later.
• regenerate/reencrypt the files using the Intel® Quartus® Prime Pro edition software version 20.1 or earlier.
