RX does not lock to progressive video with unaligned vsync and hsync

Description

If HDMI RX core is attached to an external HDMI source device that sends progressive video with unaligned Vsync and Hsync, there will be no video output.

Resolution

There is no workaround for this issue.
This issue is fixed in Quartus® Prime Pro Edition version 17.1 and Quartus® Prime Standard Edition version 17.1 version of the HDMI IP core.
