Routing Error: Signal is constrained to be routed over global network but signal must be routed locally

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition software versions 18.0 and 18.1, when compiling an Intel® Stratix® 10 Partial Reconfiguration design, you may encounter following routing error message:

xxxx (signal name) is constrained to be routed locally to destination(s), but signal must be routed globally An error has occurred while trying to initialize the plan stage.

Resolution

This problem has been fixed beginning with the Intel® Quartus® Prime Pro Edition software version 18.1 Update 1.
