Yes, there is an issue when using ALTLVDS_RX in non-DPA mode for Arria® V devices in the Quartus® II software version 11.1sp2 and previous versions. The high speed clock used to capture the RX data will not be properly centered in the sampling window.

This is fixed in the Quartus II software version 12.0.
