Yes, you can power down the VCCIO voltage of unused I/O banks except I/O bank 2A in Intel® Cyclone® 10 GX devices.

I/O bank 2A is not allowed to be powered down because the I/O bank is monitored by the Power-On Reset (POR) circuitry.
