Is it necessary to power all the VCCIO IO Banks on a MAX 10 device for it to exit POR?

Description

Only VCCIO IO banks 1B and 8 (for all MAX® 10 devices) and banks 1 and 8 (for the 10M02 device) are monitored by the Power On Reset (POR) circuitry, and only these banks are necessary to be fully powered for the device to exit POR. 

However, Altera recommends that all VCCIO IO banks are powered on during user mode since other VCCIO IO banks are used by the ADC and IO functionality.
