Description

You might see this error in the Intel® Quartus® Prime Pro Edition Software version 22.1 and earlier, when creating a JAM/JBC programming file.

This is seen when an Active Serial flash is attached to a Cyclone® V/Stratix® V/Arria® V device in the JTAG chain without any flash programming file assigned.

Resolution

To work around this problem, remove the Active Serial flash from the Cyclone® V/Stratix® V/Arria® V device in the JTAG chain and then proceed to the JAM/JBC file generation.

This problem is fixed starting with the Intel® Quartus® Prime Pro/Standard Edition Software version 22.2
