Description

Due to a problem in the Quartus® Prime Pro Edition Software version 23.3, you might see this internal error during compilation when you declare ports that do not connect to any logic. 

Resolution

To work around this problem, remove any floating ports that do not drive or are not driven by any logic in the design.

The internal error is replaced by an error message starting in version 23.4 of the Quartus® Prime Pro Edition Software.
