Description

Due to a problem in the Quartus® II software version 13.1 and earlier, you may see this internal error if your design targets an Arria® V ES or Cyclone® V ES device and have Configuration via Protocol (CvP) enabled.

Resolution

To work around this problem, either target a non-ES device or disable the option for CvP.

This problem is scheduled to be fixed in a future release of the Quartus II software.
