How to determinate which type of nodes are affected by the Quartus Setting File (.qsf) assignment POWER_TOGGLE_RATE_PERCENTAGE?

Description

Because not every node on the design affects the power estimate, you must generate a Signal Activity File (.saf) to determine the output ports that are affected by the assignment POWER_TOGGLE_RATE_PERCENTAGE.
