How to control FMCA/B PCIE power enable signals through HPS SPI interface on Intel® Arria®10 SoC Development Kit?

This is not supported. Logic in the max5 device monitoring and controlling FMCA/B PCIE power enable signals through the HPS SPI interface is not implemented on the board.
