How do I set a phase shift in degrees in the ALTPLL megafunction?

Description

Due to a problem in the Quartus® II version 12.1 SP1 and earlier, you may see the phase shift is not applied in the ALTPLL megafunction when using the wizard. This problem occurs for some frequencies when the phase shift is specified in degrees. The phase shift shown under Actual Settings will be 0.00.

Resolution

To work around this problem, specify the phase shift in ns or ps rather than degrees.

This problem is fixed beginning with the Quartus II software version 13.0.
