Fitter Error: Deterministic overuse of EC resources

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition software version 19.3 and earlier, this fitter error may occur when you back-annotate RAM locations and re-compile the project.

Resolution

This problem has been fixed in Intel® Quartus® Prime Pro Edition software version 20.2.
