Failed to initialize P-Tile debug toolkit. User reconfig interface is still in used!

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 22.2, you may see the error "Failed to initialize P-Tile debug toolkit. User reconfig interface is still in used!" when using P-Tile Debug Toolkit.

Resolution

This problem is fixed starting in the Intel® Quartus® Prime Pro Edition Software version 22.3 and onwards.
