You may see this error when you are trying to simulate the Arria® 10 FPGA and Cyclone® 10 FPGA Hard IP for PCI Express* Root Port configuration in Modelsim* software.

Resolution

The Arria® 10 FPGA and Cyclone® 10 GX Avalon® Streaming Interface for PCI Express* started supporting simulation of Root Port configurations from version 19.1 of the Quartus® Prime Pro Edition Software.
