Error: Can't generate netlist output files because the license for encrypted file <filename> is not available

Description

You may receive this error message in the Quartus® II software if you are using an Altera® IP core in OpenCore Plus mode. Netlist output files and FPGA Xchange-Format (.fx) files are not generated for use with third-party symbol generation tools such as Mentor Graphics® I/O Designer software in OpenCore Plus mode. You need a full IP license for netlist and .fx files to be generated.
