Error (16767): Can't insert required clock buffer at node

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 16.1 Update 2, you might see this fitter error if you try to fit an empty design as a base revision in a partial reconfiguration region.  

Resolution

You can avoid this error by adding at least one register in the partial reconfiguration region. 

This problem is  scheduled to be fixed in a future Intel Quartus Prime Pro Edition Software version.
