Error 13264: Can’t resolve multiple constant drivers

Description

Due to a problem in the Quartus® Prime Pro Edition Software version 18.0 and later, you may observe this error during the synthesis compilation phase.

Resolution

To work around this problem, add global_assignment ENABLE_STATE_MACHINE_INFERENCE OFF in the Quartus Settings File (.qsf). This problem is fixed starting with the Quartus® Prime Pro Edition Software version 19.3.
