During configuration, what voltage do the output configuration pins assume on a Stratix® II device?

Description

During configuration, dual-purpose pins will drive out voltage levels corresponding to the VCCIO supply voltage that powers the I/O bank containing the pin. After configuration, the dual-purpose pins inherit the I/O standards specified in the design. For the dedicated configuration pins they will drive out voltage levels corresponding the VCCPD supply voltage.
