Does the static supply current for Stratix, Stratix GX and Cyclone devices differ before and after configuration?

Description

Yes. When a Stratix, Stratix GX or Cyclone device is unconfigured, the RAM settings cause that device to consume more current than when the device is configured, but still static.

The ICCO specification in the datasheet are for the current consumption after configuration.
