Does the Quartus II software support BSDL file generation for the Arria 10 device family?

No, the Quartus® II software does not support Boundary Scan Description Language (BSDL) file generation for the Arria® 10 device family. 

Resolution

Use the Post-Configuration Generator Tool to generate BSDL files for the Arria 10 device family, based on your design. This tool can also be downloaded from the Altera BSDL Support page.
