Does the Arria V GX devices Power Delivery Network (PDN) tool use on package decoupling capacitors for calculating Feffective?

Description

Arria® V GX devices do not contain on package decoupling capacitors, therefore the PDN tool does not use them for calculating Feffective. However it does use on die decoupling in the Feffective calculation.
