Debug APB Model Instance Does Not Exist in Testbench

Description

When you simulate the HPS component, if the debug APB interface is enabled and you attempt to reference it in your testbench, you see an error message indicating that the debug APB interface model instance does not exist. This happens even though you have successfully generated a simulation model for the HPS component, and other interfaces simulate correctly. The generated simulation model leaves the debug APB interface internally unconnected.
