dd: failed to open ‘/dev/altera_cvp’: Resource temporarily unavailable

Description

In the Intel® Quartus® Prime Pro Edition Software version 20.3, when using the Configuration via Protocol (CvP) scheme on Intel® Stratix® 10 or Intel Agilex® 7 devices, you might see this error when loading a core.rbf image after previously attempting to load a truncated core.rbf image.

Resolution

To work around this problem, power cycle the system before reloading another complete core.rbf image.

This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Software version 21.1.
