couldn't execute "<Quartus II installation directory>\bin\qeslc": no such file or directory

Description

Due to a problem in the Quartus® II software version 12.1 and earlier, you may see the following error when running the EDA Simulation Library Compiler from the Windows Start menu or from the command line.

Resolution

To work around this problem, run the EDA Simulation Library Compiler from the Tools menu on the Quartus II GUI.

This problem is fixed beginning with the Quartus II software version 12.1 SP1.
