Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 21.3 and later, you might see this error when launching the External Memory Interface Toolkit in Windows operating system.

Resolution

As a workaround, use an older release of the Intel Quartus Prime Pro Edition Software in Windows or use the Intel Quartus Prime Pro Edition Software in Linux.

This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Software version 22.2.
