No. One DSP block of Intel® Stratix® 10 or Intel® Arria® 10 devices cannot fit three 9x9 independent multipliers. One DSP block can either have two 18x19 independent multipliers or one 27x27 independent multiplier.

Resolution

There is no workaround as three 9x9 independent multipliers is not one of the DSP block operational mode for Intel Stratix 10 and Intel Arria 10 devices.
